Liverpool Ways to Work ILM Programme

Liverpool City Council has a grant offer available to SME’s that aims to stimulate the supply of employment opportunities available to Liverpool participants who are unemployed, i.e. not in employment, education or training (NEET), especially those from disadvantaged groups.

What is an ILM?

An ILM is an Intermediate Labour Market Job Role offered to an eligible person between the age of 16 – 29 by an employer lasting up to 26 weeks (dependant on the participant recruited)

What does this involve?

An employer will offer a participant an employment contract for 30 weeks, the first 26 weeks of employment will be covered by the wage subsidy (the amount of subsidy the employer can claim will vary depending on the participants age) The funding is paid in arrears on a monthly basis once we have received pay claim documentation.

Taking on a participant

In order to qualify for the ILM Wage Subsidy Grant an employer must be willing to employ a person who meets the following criteria:

  • Is over the age of 16
  • Is a Liverpool resident
  • Is currently unemployed, or not in education, employment and/or training (NEET)
  • Is registered with Liverpool Ways to Work Programme

Wages and Hours of work

The grant available is dependent on eligibility and criteria of the participant.  In order to qualify for this funding you must pay the participant the following rates as a minimum :-

16 – 17 year olds                               £4.35 per hour

18 - 20 year olds                                £6.15 per hour

21 - 24 year olds                                £7.70 per hour

25+                                                      £8.21 per hour (National Living Wage)

N.B - It is a condition of the funding that if the participant is over the age of 16 years old, the employer pays the NMW rate for age.  We expect an employer to employ a participant for a minimum of 35 hours per week.
